A Substation's responsibility is to transform voltage from high to low, or the reverse. Electric power can flow through several substations at different voltage levels, but in order to get power to your home, the substation is responsible for bringing the power's voltage low enough that it can be distributed through the lines that you see running alongside the roadways.
